It depends on how much money you wanna spend. For free you can probably windows movie maker for free but i wouldnt recommend it cuz it sucks.. but i guess it wouldnt be too bad if you just wanna do one film
If you wanna do a bunch of films, by Pinnacle studio 10 (or 9 or later) for about $110 its really good and easy

Adobe Premiere Pro CS4 can't be beat, it is professional, easy to use, and worth every penny IMO. Of course, if you were to stumble upon it on, say, Mininova or Isohunt, it could be obtained by cheaper, if more unsavory means. But that would make you a very bad man.... ;-)

The best is Adobe Premiere Pro ($850).

Final Cut Pro. But it's only built for Macs. For PC's theirs Adobe Premier. If you want something low cost, try Cyberlink power Director.
