With an elastic band, it could serve that purpose, if, AND ONLY IF you're prepared to deal with the consequences of pregnancy with the partner you're with if something goes wrong. Rubber gloves are meant to be hermetic, but they were not designed to endure the strain of sexual intercourse.
So if you feel pregnancy is something you would rather not have, but could deal with, it may be an alternative method. If you're not willing to deal with the possibility of a pregnancy, or if you're not sure of your, or your partner's sexual health, then it is best to abstain, or find some other means of expressing your sexuality.
