Shouldn't water hydrate rather then dehydrate?

Your fingers prune up because the cells in your finger contain less solute than the water outside your body, so the water diffuses out of your body and into the water because your finger cells want to reach equilibrium with the water outside it. Therefore, those cells plasmolize, or shrink, which cause your fingers to prune up.

It does not have to hydrate then dehydrate.

The reason why our fingers prune up when exposed to water for a long time is because the outermost layer of our skin has sebum, which lubricates and
waterproofs our skin. The sebum keeps the water out when we wash our
hands or take a quick shower.

But when our skin is exposed to water for a longer time…such as in
swimming or washing dishes, the limited amount of sebum gets washed
away. Once the sebum is washed away, water enters the outer layer of
the skin by the process of osmosis.

they do hydrate thats why they prune their tooo wet

osmosis, or diffusion... or one of those... its when the water from your skin is being pulled out... i think
