People injured or killed during a natural disaster are in the wrong place at the wrong time.
"God" has nothing to do with it.

In many natural disasters I have seen churches destroyed, so I would surmise not.

god chooses to challenge us all to see if we will stay faithful to him or if they stray away. Only we chose if we stay faithful or not. He cares but he gets the pain to in that way.
