One twin was born at 11:59 a.m on 12/31 and the other was born at 12:00 on 1/1. The truck driver was walking on the sidewalk.

1. The first twin was born while on a plane/ship that was crossing the international date line on Dec 31st then the second twin was born after the ship/plane crossed the date line and it was Jan 1st. Or one of those space time continuums you hear about on star trek.

Well, the 1st baby was short and thin, and the 2nd was tall and thin, therefore, having the 1st shorter and having one year to grow as tall as the 2nd, they can be the same weight and identical at different times. (hehehe) No, one minute apart! HA!!
The police man was obviously hired be force, and is a very absent man. While your eating a donut and reading the latest about Angelina Jolie, you don't wanna stop some crazy truck driver, now do ya?!

one was born at 11:59 12/31 and the other 12:00 1/1
they are in england and the driver is used to the US driving

I'm guessing but.......
There are two twin babies, but they are from different sets of twins, they are not related. Therefore, they are one year apart!
The policeman did not stop the truck because it was him who was driving the wrong way, not the truck driver!
