You must be a resident of one or the other, under USA regulations, due to the fact that both Hawaii, and Alaska are both states of the USA. It is not like dual citizenship abroad, so you must reside in one state or the other. My choice would be Alaska, since I prefer a colder climate, and fewer neighbors. This is strictly regarding United States residency. You either reside in one state or another, according to US regulations.

You can have homes in both, but the one you spend the most time at is usually considered your place of residence. You can only have a driver's license for one or the other and you can only be reigstered to vote in one or the other.
