I have seen this guy around school. When I first walked passed him, I noticed at the corner of my eye that he was staring at me (my face, to be exact.) I looked back at him, and he did not avert his gaze. And now, whenever we walk pass each other, I noticed that he'd look straight ahead, then when we're a foot from each other, he'd glance at me for a couple of seconds, then look away. (I saw this at the corner of my eye)
Does he think I'm attractive? What exactly is he thinking?
Next time, should I maintain eye contact and smile?
We don't know each other at all, if that helps.

I bet he thinks you're really hot. Smile at him and try to ask his friend if he likes you. If you don't know any of his friends go up and say hi.

Is he someone that you can honestly say--'should' be attracted to you? If so, he is. If you don't want to ask him yourself or wait for him to talk, then you can:
1. Ask one of his buddies what he thinks of you.
2. Have one of your good friends ask him or one of his friends what he thinks of you.
3. You and your gals go flirt/talk with him and make an on-going effort to get to know him.
If he only expresses a mild interest, take it into context with his personality--ie-does his understate things often. Don't get to wrapped up in 'yes or no'--if you don't know each other, then you (both) need to do things to get to know each other before you really know one way or another.

well what me and my best friend did was go up and ask him if you could becames friends or something, that way he know that you like him for him and not just his looks or how good he is in bed. it's best to just start off as friends. (thats how i got all my my boyfriends) it best to get to know him first,just to be on the safe side of things. if you wont sex then just talk to him about wonting it and ask him if he would be ok with it and make sure he's ready, if he's not then wait. that's what me and my best-friend always do in that situation. but if he says no he doen't like you,WHATEVER YOU DO DON'T GO TO HIS ARCH ENEMY JUST FOR REVENGE!!! BECAUSE IF THEY FIND OUT THEY BOTH WILL BE MAD AT YOU AND YOU WILL HAVE 2 ARCH ENEMYS PLUS RUMORS WILL SPREAD ABOUT YOU EVEN IF YOU DIDN'T DO ANYTHING.

He probably didn't even realize he was staring at you or checking you out untill it was too late. Now he is embarrassed. The thing to do is, go up to him, put your hand on his shoulder and tell him hi.

well, i'm a gal, but based off the my experience, i would have to say that he probably thinks you're pretty. ask him to be your friend, or give him some hints if you like him.
