Here is the most powerful static charge can be created with some thing in the house. Find an old TV that still working. Cut the high voltage cable at the connector away from the picture tube (warning: asking someone who know electronic to do it,it has 24000 volts charge in the picture tube even the power is OFF). After the cable is removed from picture tube, with the power OFF,cable is safe to be touched . Now remove half inch plastic insulate from end of the high voltage cable where just cut away from the picture tube. Tight this bare end cable far away from any metal parts of TV (keep at least one foot distance) with solid plastic pole and support it well. Find an electric fan and placing it two feet away from the high voltage cable tip. Now turn ON the fan and TV set. Within one minute, the room shall be filled with positive ions charge (static). These +ion shall be caught by any clothing and the body shall carry 2000 volts or more static charge refer to ground.

You need to be wearing the right kind of shoes that conduct electricity, but if you are, you just walk around dragging your feet on a carpeted surface to buid up the charge and then go over and touch them SNAP!!! They get a shock!!!

Dry room. Winter. Carpet. Shuffle, shuffle, shuffle. Preferably without rubber-soled shoes.
Zap!
I took in a kitten last night to keep him inside until the animal shelter opened this afternoon. My cat thoroughly despised him--she had her hackles up and I went to pet her and blue sparks shot off her fur and she looked like some kind of nasty cat-imp.
Freaky! Kitties have static just lurking in their fur.

Wear socks and drag your feet around on the carpet for awhile, rub a balloon on your head there's a couple other ways that I don't remember right now.

Many ways. The best one of all time is jumping on a trampoline and then rubbing yourself against the bouncy part. Rubbing your hand on a TV that on works well too.

If the room is carpeted and it is right just suffle your feet along the ground without lifting them. Then use your finger as a electric weapon.
