Get to know him first, and see if you like him for who he is or just how he looks (i am not trying to say your shallow). There are times i have fallen for a guy who looks soooooo cute, but i find he is a total jerk (again not suggesting he is) then if you like him, wait. I know its hard, but you have to let him make the first move,otherwise you will seem desperate (and at the moment you dont so dont panick) if another guy asks you out, have fun, let him know he may have a bit of a competition.

Well, as everyone said so far, let him know you exist. ...in a casual, friendly manner...nothing too extreme, cuz that may seem desperate, and nothing too mousy and shy, cuz then he will think you are mousy and shy! Once you've done this, it would make some room for conversation. Have some topics handy in case you think you may panic and read his body language. If he seems like he's into you, he probably is! If he isn't taking the bait, then clearly he isn't worth your time and attention! Best of luck with your guy!!!

well then show him that you do...but not in an obvious way at first. Like well..it may sound dumb but it works.."accidently" bump into him.. then just start a little small talk like "oh I'm sorry...your ----- right?" then if it goes good just ask him to hang out with you somewhere. Like a party, or someplace... if the conversation goes good maybe even ask him on a date.

Don't just ask him out, he'll think you're weird. You have to talk tto him first. Talk to him for about 2 min. a day for about 4 or 5 days straight. then ask him out

Flirt with him
Tell him you like him
Ask him if he wants to go out with you
