He didn't. Saul was seething with rage at Jesus’ followers and on his way to Damascus to persecute more of Jesus' followers he came into an encounter with Jesus. He heard a voice say to him in Hebrew: “Saul, Saul, why are you persecuting me? After being set straight by Jesus, he made a complete change and in turn became one of Jesus' apostles.
What had motivated him to participate in the stoning of Stephen and other attacks on Jesus’ disciples were turned to entirely different objectives when Saul became the Christian apostle Paul. In hebrew his name was Saul and in Greek his name was Paul.

No, Saul was named after a prideful King. Saul was the first king of Israel before King David in the Bible and from the same tribe of Benjamin.
But King Saul was a very tall man also, his shoulders were the height of most men; 1 Samuel 9:2 And he had a son, whose name was Saul, a choice young man, and a goodly: and there was not among the children of Israel a goodlier person than he: from his shoulders and upward he was higher than any of the people.
So it is understandable that Paul's parents if they wanted a Noble name for their son to name him after a king. But also the name has this meaning.
Sha'uwl {shaw-ool'} Hebrew
GREEK LEXICON -- STRONG'S NUMBER 4549
Saoul {sah-ool'} of Hebrew origin
Saul or Shaul = "desired"
So God did change his name to Paul which has this meaning
Paulos {pow'-los} of Latin origin
1) Paul meaning "small or little"
So God was making Saul a little man and adopting him into the Kingdom from being a great man to the Jews

Changed to Paul, to represent humbled. He was very religiously self righteous, proud and persecuted the church before the light of Christ revealed to Saul who he was actually persecuting. Saul was persecuting Christ & His followers.
Saul was blinded by the light of Christ. God healed him later through a prophet. And God called Paul to be an Apostle for Christ. That is where the name came about, Paul (small).

There is no evidence in the Bible that God/Jesus changed Saul's name. When God changes someone's name he usually promotes them. It is thought that Saul changed his name because it was a demotion. Saul- requested one, Paul- little or insignificant. Paul probably had humility in mind when he changed his name.

Saul was a Greek name. You will notice throughout the Bible that their names were changed. Their names reflected their character! Jacob meant deceiver, and God changed it to Israel. Peter's name was Simon. Jesus added Peter(rock). There are many other examples there in the Book.
In the Bible, when you use someones name, you get all all of the characteristics and authority of that name. That is why we must be baptized in Jesus Name.
