I would say either the BMW Isetta or the Messerschmitt KR201.
For modern cars, the Smart Car is supposedly the smallest.

The Crosley. It was American and came out right after WWII. I saw an eighteen wheeler tip over running up on a high curb in Oklahoma City and squash one flat. The engine in it was manufactured from sheet metal and possibly the noisiest I've ever heard.

They make tracks just for people to go street racing, it should be done there. I am one of those people often on the road between 10pm and 5am and those drivers already suck, and after 1am I have to start dealing with drunk children wanting to race everything in sight too. Street racing should always be illegal, it is reckless and stupid. Go to the tracks.
