it depends on the city -like in some cities they can cite you for
Jaywalking or other pedestion type crime
unfornately at least in California Parking control officers
are not Police officer
there has a been a increased of PCO who have been assaulted
even had their window smashed by people who didn't like
to get a parking ticket
(both in Southern California and Northern California similar incidents have occurred

Yes. Generally speaking, officers are not subject to the traffic laws when they are on duty for very good reasons. Would you want one to properly park his car while your loved one was laying in a pool of blood fighting for his life? Or how would a officer catch a speeder is he was only allowed to go the speed limit? Or would you want one to obey the traffic laws while he was on the way to an armed robbery in progress? Don't think so. They need that dispensation just to do their jobs.

Yes. Traffic enforcement officers (They used to be called 'meter maids'.) are sworn peace officers, with the power to give tickets, and even detain you for arrest, if necessary. So keep that in mind when addressing them.

By the way, so are parole and probation officers, corrections officers, crime scene investigators, and even life guards on public beaches in most states.

If you mean "moving violations", then no.

But they can give you a citation when you park in the wrong place.
