Mine disappeared a while ago, because I was playing with the screen resolution. It seams going from a large screen resolution to a small one can push icons out of sight on your desktop. Anyway I couldn't get it back so I just made a new administrator account and moved my files over. That worked for me.

haha this is simple, atleast for xp, and i doubt they have changed it much. right-click on the desktop and go to properties, then in the new windowclick on the "desktop" pannel. you should see a button that says "customize desktop", click that, then a new window will appear. in the middle of it there should be a thing showing your current windows desktop icons, click restore default and it will bring back the recycle bin to your desktop. good luck
