Can't comment on where you come from, but here in Australia they sure as hell do! During late summer (Feb, March, April) in Victoria (in the south of Australia) we get a type of horse fly that we call a March Fly and these SOB's can definitely bite. They are about the size of the nail on your pinky finger and boy do the buggers hurt. Every body hates them but they do not transmit disease
The tsetse fly from Africa also bites and does transmit a disease called Trypanosomiasis, the Gambian variety of which infects humans with "sleeping disease".
These are just two examples of flies that DO bite and with a bit of research you will no doubt find others.

So, Yes Virginia, flies do bite!

Houseflies (Musca domestica) do not bite, but there are flies that do bite. The stable fly or dog fly (Stomoxys calcitrans) looks a lot like a house fly and it does bite and suck blood. Technically mosquitoes are flies also.
Stable flies and mosquitoes are the main biting flies in southern California.
