Stay away from it, call 911. Be aware of electricity that may be conducted through water on the ground.

If the power line has electrocuted someone and/or it poses an immediate threat, use something non-conductive to move the line awy from them so you can clear them from the danger. (wooden broomstick, tree branch...)

Stay away, phone police, and remember that even if the line is now "dead" some systems send "test charges" of thousands of volts from time to time.
