check out paint.net. It's free and contains many of the tools of photoshop and paint that most people use.

you need to install the .net framework (also free) from microsoft to run it.
Good for editing photos anyway.

Try the GIMP at
http://www.gimp.org/
but you'll probably have to install the runtime environment before installing the program.
