No. They are two different things. Cornmeal is typically yellow, although you can buy white cornmeal. The consistency is coarse, almost like salt.
Corn starch is always white and has the consistency of super fine flour. It's smooth to the touch and if you spill it, it's difficult to clean up.

cornmeal is ground up corn and you use it as a breading or to make mush or polenta, etc. Cornstarch is starch from corn. you use it as a flour substitute 1 tbsp of cornstarch makes 2 tbsp of flour. Also, use in coating homemade candy to keep it from sticking. So, cornstarch is very fine and cornmeal is coarse.
