Foook that. Initiate Man-Law. First step is to talk to your friend about it. Be like "Hey man, what do you think about Julie?" If he says something along the lines of "Oh she's cool to hang out with but I'd never date her" then your cool. If he says, "Damnnnnn she's hot!" then your in a bit of trouble. Tell your friend you have feelings for her and if he's truly your friend out of respect, he wont pursue her unless you say its okay. Afterall, thats what friends are for...
Remember - "Bro's before Ho's"
*UPDATE* - Oh yeah, dont listen to any chics advice on this one...Their intentions are great but it'll screw things up. When it comes down to relationships and coming down to the wire as to how to get the girl you want, you want to listen to a guys advice (Not just any guy though, guys who out-going, alpha, confident, and are always surrounded by hot women. These guys should be your role model). Girls give you advice that seem good in theory, but when it comes down to it, they want something the complete difference ("We luuuvvv niceeee guyssssss" Does that sound familiar?.....lol)

I think either one is correct but unfortunately it depends on the girl. Some read too much into a guy's actions whereas others would think that you are just a respectful, good mannered guy. I've assumed both especially if I really like a guy and sometimes, I might not have thought of an interest in him until he did something like that and it swept me off of my feet only for me to find out that he was just being polite and not interested at all. So tread carefully on actions like that. I think you could probably get away with treating her casually (like not opening the door, etc) and still be respectful.

From a girls point of view I would get to know the person first to become close like friends and then ask the person out

Well, actually, I think that's a good thing. All of you the best of friends.
BUT, if she likes him, and only him, then try to get her back. But don't mess up your friendship with your friend.
If she likes you still, then leave it between you and her.

If she doesn't like you then you can't have her, a relationship is a two way deal. But don't give up without first finding out weather or not she likes you. She could "like" more than one person ya know.
