is there somewhere in katy, texas where i can take care of little kids as in community service?
Somewhere a highschooler can go and help?

I would suggest that you work through one of your local volunteer centers to get a referral. Volunteer centers provide an opportunity for you to connect with specific community needs that match your interests.

Volunteer centers provide access to one-time, short-term, and long-term opportunities. They also have already pre-screened the volunteer activities for you, so it will likely match up with your interests specific to the child care opportunities you are looking for. Your volunteer center can also provide you with any appropriate paperwork you may need for school as well.

-Check your local YMCA, they often have a nursery for parents to use while there
-Check churches, they often have nurseries for small children during services
-Check the school disctrict for afterschool care programs, parents as teachers programs for 0-5yrs, early intervention programs (preschool thru public school), school faculty daycare
-Check local yellowpages for social / welfare services or nonprofit then call places & see if they have programming with kids that needs volunteers ( in missouri theres one called head start which is state subsidized / mandated childcare)
-Check libraries (ours has "time for twos" & "wonderful ones" and so on which is like story hour geared toward younger ages)
-Childrens homes (again, in mo, we have rainbow house which is kinda like transitional housing for kids not in foster care but not yet back in their home, almost a group foster home ) probably in yellow pages or contact local welfare office. Also even teen girls homes because some have their babies living there with them or Maternity homes ( often having a religous link )
-Childrens or any hospital. Basic entertaining or even rocking a sick baby.

JUST REMEMBER IF THIS IS COMMUNITY SERVICE WHICH IS COURT MANDATED, SOME PLACES WONT TAKE CERTAIN OFFENSES & SOME PLACES ARENT ALLOWED OR DONT TAKE COMMUNITY SERVICES WORKERS SO BE VERY SPECIFIC WHEN YOU CONTACT PLACES TO SCHEDULE WORK TIME. ALSO IF YOU HAVE TIME CONSTRAINTS WITH YOUR COMMUNITY SERVICE, SOME OF THESE PLACES WILL REQUIRE A BACKGROUND SCREENING BEFORE ALLOWING YOU TO WORK WITH KIDS WHICH CAN TAKE A FEW WEEKS TO COMPLETE.
