Stuffy sinuses and nasal passages, often related to allergies, are most commonly the cause of dark circles under the eyes. A lack of sleep will cause them too.
Cosmetics can conceal them.
If they are particularly dark, or bothersome see your doctor.
Use a good foundation, or a concealer with a green or yellow base to hide them.

During the winter, heated homes get pretty dry. This irritates our sinuses and may be another cause for your dark circles. Join the club though...most people have them to one degree or another. Good luck.

HI- The surgery will not "fix" your dark circles. You probably have the darkness from lack of sleep. (a problem with deviated septums) My hubby had the surgery, but still has dark circles. He's eyes are VERY deep set thought- so we think that has something to do with it.

Good luck with the surgery if you decide to have it. It's a LONG road and hopefully will fix your problems.
