do i set it right up to high, or medium? should i keep the lid on? when ive tried boiling water in the past it just ends up bubbling and flowing all over the stove making a huge mess! its terrible i cant boil water, so can someone please explain how, or what i am doing wrong

fill up a pot with water - 2/3 full - put it on high until your water comes to a rolling boil and then reduce the heat a little bit untill it comes to a rolling boil again.
put your pasta in the pot and stir with a cooking fork for about
10-12 minutes = constantly stir until you feel your pasta is done== you can taste the pasta at this point and if the pasta tastes done === then put your dish together===

Once the water is at a full boil, you're supposed to back off on the heat. It'll stop it from boiling over. Start with the heat on high and once you have a good boil going, back off to med or med-high.

Put enough water in to cover the pasta but not too high that even a rolling boil will overflow. Usually about an inch, inch and a half under the lip.

A lid can cause the water to heat faster, just keep an eye on the pot if you do because it will heat up fast and boil over. Once you add the pasta though, you can just go lidless.

First of all the more water you want to boil the longer it takes. be vigilent but patient. if you have an electric eye as opposed to a gas flame I'd definately cover the pot( it causes the water to boil faster)also use a cover if your boiling more than a couple of quarts( just to speed the process up). Turn the flame on high. Wait. When you see water vapor rising from the pot or escaping from beneath the lid. Lift the lid using a potholder. Look into the pot from an angle where your head is NOT positioned directly over the pot ,but off to the side. Steam unlike water vapor is invisible, and unlike water vapor will burn you. Boiling is the chemical process where a liquid (namely water) is converted into a gas(steam). When you observe bubbles forming on the bottom of the pot the water is just about boiling. As soon as one of those bubbles rises and breaks on the surface you've got boiling water! I usually let three or four bubbles break just so I can feel better about myself. The higher the flame the more rapidly the water will boil. once you've achieve boiling adjust the flame so its not so violent .Remember boiling water will cause the liquid in the pot to decrease as its being converted to steam. In cooking terms this is called reduction, or reducing. This is used when the appropiate ingredients are added, the flame is turned down low to simmer or a very gentle boil(so you dont burn whatever it is your making ie: soups, gravies, sauces, or stews)

Well, by your question. You know how to boil water. But you are just over filling the pot. Make sure when you have enough room for the food item in the pot/pan/or whatever that it can boil. Make sure you can cover the food item with water and have room.

When boiling anything, most important, keep an eye on it. Always use cold water. But I turn it on high. Then I put the food item in.... then I wait until it "starts" to boil then I turn to medium or have small amount of bubbles. I turn it a little lower when I cover the item.

But keep an eye on the bubbles.

Once you have your boiling water (as explained by others before) just remember that pasta = lid off and rice = lid on! Pasta only takes about 12 minutes and rice will probably take longer depending on the type of rice but about 15 - 20 mins.
You only need about 2- 3" water for the rice and a full pan for the pasta as it expands in the water. Also don't forget the sauce or whatever to have with the pasta - it's pretty boring on its own...

the pasta should come with instructions as to how much water is reccomended. But if not use about a quart (liter) for 1-3 servings.
Boil in open pot (keeps it from foaming and boiling over). I usually start out boiling water with the heat on about 70 to 80 %. Add pasta after water is boiling well.

How to boil water

1. Add water to a pot, leaving 2" from the water to the top of the pot.
2. Turn to high, cover.
3. When you see the water vigorously bubbling...
Voila! Boiling water.

Back to 1... If you're going to add stuff to the water, you need to account for the water rising when you add the food to the boiling water.... So 2" from the top of the water to the top of the pot is a minimum.... you may need to leave more space if you're throwing in a bunch of potatoes or something that will displace a lot of water.

Well half fill a saucepan with water. Put it on a hob or something and put it to a high temperature and WATCH THE WATER. When little bubbles start rising to the top, turn it down a little. When it starts bubbling properly, turn it down more and add your pasta. It should be okay by then, but don't leave it. If it starts bubbling up just turn the heat down some more.

what you do is put water up half way. Put it on 5 - 7 then when it boils u can put the pasta of whatever into the pot and stir it a few times after drain the water out and do whatever you wish.

You should immediately stop trying to boil water and go get take out. It will taste better anyway.
