We would like to visit the statue of liberty, Abe Lincoln statue, white house, capital and so forth. Does the subway get near to those places?

Since the Statue of Liberty is on a small island, the subway can get you to the ferry which can get you there.

Nearly every historic site in New York is near some subway station. If you go to the tourist information section on www.mta.info you can find out how to get anywhere you want to go.

D.C. is a bit trickier. The Washington metro is nice, but the stations are quite far apart, so it's often a fair hike from the station to the points of interest. It's perfectly doable, though. Any good map of Washington will show all the metro stops, and you can see how to walk from the station to where you want to go.

It's NYC the whole city is one big history lesson and the subway will get you there quickly.
NYC subways run 24/7
As far as DC goes I don't know about their subway system so I can't help you.
