Even though a Motel is on private property...several issues come to mind.

First...most property owners request the local police assist private security when patrolling the areas.

Secondly, motels being a "public service" somewhat changes rules which STILL don't violate any expectation to privacy just because you moved from the public roadway in to the parking area of a motel.

Thirdly, many crimes occur within close proximity of hotels and motels therefore being in the vicinity of a motel property for investigatory purposes is legal.

Lastly, why would someone NOT want to insure the community is safe in such an area?

Private or Public, the police have the right to run a plate check on any car that looks suspicious to them. In fact, they have a duty to do so.
You may not know of abductions, illegal plates, cars that have been stolen etc. If they see a car/truck that looks suspicious, they have a right to run a check on it. If nothing is wrong, no problem. They don't do it just for fun; they have other things that are more pressing than just fooling with legal plates.

Yes. If the motel/hotel is in their jurisdiction they can. They are not allowed to tow the vehicles from the property because it is private property...that is the motel/hotels job to do.
Go to or call your local police department and get information pertaining to their website. There...you should be able to look up their codes.

Check out the video link below if you think that police do not have rights to run plates anywhere they can see a vehicle and suspect that it has been on a public roadway. This system is completely computerized, can read plates of moving vehicles instantly in two lanes (oncoming and parked), and can scan vehicles on the side as the scanning vehicle drives through a parking lot... better get your plates registered!

Is it your private property? The owner can tell them to stay out. Are you the owner? As a practical matter the owner can't keep them out. All they need to do is use an unmarked car.
