Very safe!!!!!!!!!!!!!!!!!!!
Farmers use this stuff for everything!
Trust me, no farmer is without bag balm
We used it on one of our dogs before and healed it in 4-5 days

It would be unwise to introduce anything into the ear canal that is oily or greasy like Bag Balm. It has a tendency to sit there and attract dirt and bacteria, often causing an infection. You Vet can easily and better advise you as to what to use.

Bag Balm is nothing more than vaseline with camphor and lanolin. It is as safe as putting Vicks Vapo-Rub on your chest when you have a cold. It is non-toxic and soothing. The only problem may be if it makes your critter sneeze his tail off and tries to outrun the smell.

As far as been safe there shouldn't be a problem with using it on your dog. But I don't know if it would help with the rash or not. You may have to take your dog to the vet.
