Hell is infinite negative
Earth is finite neutral

Because Death will steal the riches of Heaven, then turn around and sell it on Earth as a ticket and charge tax on it.
There is away around it, though.

This is an excellent question that I dont know the answer to, unless it that God is Generous, Earth is Fallen, and Hell sucks.
