Not necessarilly a dermatologist. This might be something that can be checked by a simple blood test (like a vitamin/mineral deficiency). Start with your regular family MD and then work up.

a dermatologist looks at the dermis which is the top layer of the skin, the skin that u and i can c. u need to have a well balanced and healthly dieat and you also need to have regular cuts and conditioning treatments. normally evry 4-6weeks

No, go to your regular doctor and he can help you from there. Your probally lacking vitamins or other minerals that your body needs and only your regular doctor can determine the problem.
