Since the toilet is a glazed product, I would remove the paint with a paint stripper. (They even make decent water based strippers that will make oil based paints yield.)
I just would not paint one myself. It will allow staining and be a potential surface for bacteria to harbor.
I definitely would not paint it. If you must, an epoxy enamel would be the most robust surface to keep clean, but I have no experience that the thermal expansion rates are close enough to keep it from peeling.

There may be a way to remove the paint. Try useing a very very mild chemical paint stripper. A razor blade might work too. I dont think you can paint a toliet and make it look good. If you have to just replace it.

Good idea. Paint it brown to hide the stains. Then you never have to clean it.

no....porcelain is glazed... paint woh't stick right... will eventually peel... just remove the graffiti.
