ROE should be similar to that of any other civil-assistance mission.

1) Lethal force is only authorized to protect human life
2) Lethal force is only authorized if alternatives are not practical.
3) All Soldiers have the right of self defense.
4) Whenever possible do not attempt to apprehend or detain if civilian law enforcement assets are available.

1. The National Guard should disarm anyone that is found there and arrest or detain as needed.
2. Return fire and kill anyone that fires at them.
3. Arrest or kill anyone that shouldn't be there......declare an area within 1 or 2 miles of the border a "kill zone" except at designated check points.
