how do i put cool looking text on stuff on pictures?

Pro-Paint. Even Paint has some of this power. Make sure the draw opaque option is unchecked or you will get a white box behind your letters. The draw opaque is in the image selection at the top of paint. The letter A on the left of paint lets you write. The text toolbar in view will give you more options.
