As far as baggage handlers and ramp agents, I believe that they are employed by the individual airlines. You may want to contact the airlines that fly into Midway Airport and speak to them about the process.

i use to work for southwest airline and like other airlines you basically go to that airline website, open house or even walk in and apply to a specific airline. Many of my co-workers found that many of us were hired through open houses if that helps. Airlines are kind of cool if you travel you fly free (\standby only), you meet many friends and also you get to meet many many different people everyday. So as I said many airlines hire through open house but yes on line applications are being accepted now also because of the shortage I am not sure if that specific airport has a shortage but if you want to relocate most airlines pay locality pay too.
