would it matter if you connect the bass to the PSU and the amperage is 5 amps over whats needed?

Think of your alternator in the car. Mine puts out 70 amperes. Does my car use this much, no, but it's there if I do need it.

Same with electronics, what's not used gets turned into heat. It's better to go over than under when supplying amperes to any device.

I assume you mean connect the speaker to an amp that is rated for 5 amps over what you need. If that is what you mean, you will want to turn the gain on the amp down so it doesn't overpower it.

No just turn gain down on Amp so you don't overdrive the speakers and get that annoying tinny sound. That irritates the hell out of people in cars near you, like me. I hate it when someone pulls up along side of me and they are over driving their speakers. It is like running your fingernails up and down a chalk board.
