Not necessarily. It means that they show faith in their belief. It is a time of spiritual cleansing and purification, a time of discipline and abstinance for Muslims all over the world. Much like Yom Kippur is for Jewish-faithed people, and Lent for Catholics.
They may be on their best behavior at Ramadan, but that doesn't necessarily mean they are a good person.
Anyone, of any faith, or of no faith at all, can be a good person.

Ramadan is one the 5 Pillars of Islam. It's a duty to fast the month of Ramadan. Obviously it makes the person better to follow his religion's rules.

But it doesn't mean that the person is good just because of that. There are lots of people who for societal reasons or peer pressure will fast the month of ramadan without really caring for its meaning or trully following thru with it. Like drinking alochol comes night time, or going back to their old bad habits once the month is over.

So it's all relative on how you ask the question.

Wrong. "Fasting" (Ramadan) is a act of Muslims. However, look at Asama Bin-laden. He's a terrible man. Saddam, he's the same! They celebrate (or celebrated) Ramadan, and they are (or were) awful people.
It's not bad, but It doesn't make you a wonderful or good person.

Whoever celebrates Ramadan is a Muslim who follows that Islamic tradition .... doesn't necessarily means is a good person.

I am pretty sure Osama Bin laden celebrates ramamdan but that will never make him a good person.

no does have to be ,, most of them doing it because of the culture and islam ,, and the other part is because " my mom will kill me if i did not " some of them do it because they want to , and some of them will do it so they could look good ,, and the girls usually dont it so they could stay up all night

No. Just because you fast doesn't mean your a good person. I'm sure the terrorist fast but they're still not good people.
