No. It's illegal on a national scale. Once a state makes a license plate, it cannot print out another pair of those plates UNLESS they are custom plates which are being paid for and cancelled (they can be regiven). Think of it as an AIM screenname, or yahoo. Once you make it, no one can ever make one like it. And if you ever forget the password (or lose the plates) you can report it, but you'll never be able to get it again (imagine you gave them false info, and you forgot the info you gave them, you can't ever reuse that name, ever).
but different states can give the same number, like, say California has the plate "BentUp" ; Utah can also have the plate "BentUp". or any other state for that matter. (but the plates state which state it is!)

If you mean accidentally assign the same plate number to two different people, then yes, unfortunately it does happen. The way the numbers are issued at the DMV sometimes results in a single plate, or entire series of plates being assigned twice. If you or someone you know has had this happen, call the DMV and they will correct it.

you can't get a duplicate...you can get them replaced...if you go to the dmv to do it..it only takes a few minutes...its the waiting part that takes forever...they hand you your new plates that same day...

Some states offer that option. I know NJ does. Check with your Motor Vehicle Department.
