If you're talking about streaming bit torrent files I don't beleive thia is possible. Whan you download a torrent you are getting small peices from diferent servers - the file does not download in sequential order from start to end, so there would be no way to stream.

The .torrent file itself is just a small text file telling your BT client how to download the file. You can open it with notepad (right-click it and select "open with")

If you mean you want to actually see the media/other file then no, you can't
