She was probably beaten / scolded by a previous owner when she howled. Animals from the shelter have unknown back grounds. My dog came from the shelter and is part German Shepard and never barks, growls, or anything. I believe he was abused / gotten onto whenever he barked. I doubt she doesn't know how it's probably more along the lines that she was given negative attention when she did.

I don't believe there is anything that you can do to stop your basset hound from howling. It is the nature of the beast. It is just like trying to stop the wind from blowing, it just will not happen.

I would neuter him. It might help. He may be howling because he smells females in season and is trying to set out his sexy call :)
