But suppose you are going the highway and you see this big accidnent with glass and plastic all over the road. Bumpers torn off, windshileds and mirrors are shattered... Who takes care of all that? Vultures only eat animals, and I have yet to see a goat on the road..(ha ha!)

I've seen police officers pushing brooms around at the scene of accidents - I suppose they are low ranking rookies though.

I have many times seen tow truck drivers picking up wreckage, throwing it into the wrecked car, and then sweeping up the glass and bolts on the ground.

Firefighters and police officers get together and direct traffic and clean up. The tow trucks pick up the remainings of the cars that got messed up.

Mostly the police can help clear the road. In other placesit could be roadside assistance such as tow trucks and highway patrol and help cars. In bigger cities sanitation could do it.

If any of the cars are towed, the wrecker driver should be the one who cleans up. In most states this is required of the wrecker company.
If no car is towed, the transportation dept. in charge of the roadway would be called by law enforcement.
If there are hazardous materials spilled, the fire dept. would be called.

Depending on where the crash occurs, the town's public works department or the state's transportation department is called out by the police.
