To make a long story short, I really, really like my b/f but since our relationship is a secret (please don't remark on this, it's not the most pressing part of my question!) we never get to hang out or anything. I really like him a lot but I feel guilty because we never get to hang out and also because I'm being dishonest to the people who don't know about us, and it's killing me.
I've decided to break up with him but I really, really don't want to do it over the phone or IM because that's just way too harsh. I want to meet up with him and do it face-to-face - the problem is - seeing as I never get to see him, I can't! It's almost Valentine's Day so I need to break up with him today and also, I already told him I needed to talk to him so he's got some idea that whatever it is, it isn't good, and I can't wait any longer otherwise it'll kill him.
What's the best way to break up with him if there's no way I can see him today?

Actually, the secret part is the most pressing part. It's the cause of your feelings and your wish to break up.
Solution - go public. Unless there's something illegal or untoward going on I can't imagine what the problem is. Inn which case solution number 1 is out and you should definately end it.
Second solution - You've already given him the "we need to talk" thing, so he knows bad news is coming. Give him the option to either go public or end it (again, unless something illegal or untoward is going on then definately end it.)
You'll have an easier time doing it by phone. After all, your relationship is a secret so you can't really meet him face to face.

I agree that breaking up over the phone or by I'M is cold and harsh. However given your circumstances, I think you should just go ahead and do it. On the phone would be somewhat better than email or IM. All you can do is say you're sorry to hurt him, but it just isn't working out for you. It's better than doing nothing at all.

Maybe you don't have to 'officially' break up with him just yet. Just let him know you don't feel comfortable celebrating Valentine's Day with him if he invites him for something. He might get the hint and you'll have plenty of room to break up with him the next time you two meet.

If seeing him isn't an option then I'd have to say by telephone would be the way to go. Impersonal? Absolutely; but circumstances won't permit for anything else.

Call him. it's the closest thing to seeing him face to face.
be quick about it and get off the phone so he can't argue or get upset in front of you.
