We had a new guy at our school recently too that all my friends liked. So I can totally relate.
If you want to make a move, you might want to wait a couple of weeks. Let him get used to the school, he has enought problems being the new kid and probably won't want to be in a relationship so sudden. But then I would say make your move girl!! I hope this helped and if not, I hope you find hat you are looking for.
