Actually I heard that you can.
But don't buy Vista, it is absolute crap.
My Autocad and Graphics programs were terribly unstable on Vista.
It was so bad that I had to go back to XP just for work.
Besides you can only activate it one time and make only one hardware upgrade.
After that you will have to purchase a new license from Microsoft.
And the 32 bit version will not support HD-DVD or Blue-Ray.
Better do some research before you just blindly accept Vista as the best thing ever.
I quit using Windows for my personal stuff after Win2k and moved to Mac.

Why not ?
It is illegal to buy Microsoft products packaged for a specific country & SELL them in a different country ... many crooked online resellers do this to offer great pricing & make huge profit, however, there is no law against what you are asking.
If there were, then what happens to a person who buys a laptop with Vista in the US & moves to the UK .... would they have to buy another Vista license ... of course not.
The fine print says :
"For sale in U.S. only"
not
"For use in U.S. only"

a computer basically doesn't care where it is at as long as it has the correct power to it. I would check to see if it is legal to have vista shipped to the uk..
