You would need to know who the owners are, to fine the owners,and I say no to this. However, I think it's the owners responsibility to make sure their pets are not doing their business in other people's gardens. That's one of the reasons that people should keep their cats inside. you cannot really blame the cats for doing what comes naturally. The owners are at fault for allowing their cats to roam. When I did have a cat (the neighbors cat adopted our home as his) that was outside, I put a litter box on our porch for him to use, which he did.

If you are in the city and the cat is going in your garden, I would call animal control if I didn't know who's cat it is. I have attached a note to a cat before and the owners called to speak with me. They wouldn't do anything and said they can't control their cat. So, I collected all the poo for a week and brought it to them. I don't see their cat anymore now and that is fine by me. If you live in the city - Keep Your Cats Inside!

How do you fine a cat for being a cat? Just put something in the way of the cat from getting into your garden...be clever, not mean! Maybe a small fence, red pepper (it burns their paws for a second), anything...

I bloody hate cats anyway. Our front garden has stone chippings on it and they use it as a huge litter tray, the amount of times i have stepped in it and brought it in the house or my car is shocking. The owners should be fined, if dog owners can be fined then so can cat owners

No because then you would need a kitty bankruptcy court.
I don't think cat owners can be fined- it is to difficult to determine who owns who because cats rarely have collars/identification.
If you know whose cat is fouling in your garden, I recommend saying something to them, although they probably won't be able to prevent it anyway.
I sprinkle cayenne pepper in my garden and it usually keeps them away.

Yes...I hate the cruel little bu.g.gers..They foul my garden and then the kids go out and play and i have to keep going out and clearing it up while my neighbours who all have cats are blissfully unaware...They have lovely clean gardens whilst mine stinks.. Dont tell me to get a dog i have one....It doesn't stop them....

Cats do it by themselves and normally bury it. Dogs on the other hand do it when under the control of their master and do not attempt to bury it, nor apparently give a damn that they are polluting the area with their excrement. So the dog owners are the ones who should be fined.

You can't fine a cat -- it doesn't have access to money. You CAN, however, file a nuissance complaint with Animal Control against whoever owns the cat.
