I am confused by your question. Some police reports will include the Social Security numbers of all the persons listed on the police report. That report is a public record, so anyone can get a copy.
If you were injured in an auto accident, if the other person was at fault, you can make a bodily injury claim against the other person.
You cannot expect the other person's liability insurance to pay your medical bills. Use your own insurance if you have it.
Your bodily injury claim will be medical expenses, lost wages, pain and suffering and permanent injury, if any.

Yes your social is standard practice b/c medical offices and insurance companies have to be able to access your records. Yes they can deny paying for med bills.
