Sorta defeats the purpose if you can see the cops. I'm sure they are parked well off the road so there is no danger of hitting them.

No, I do not believe they do. Ohio is the only state with this requirement as far as I know.

In California, they have to have their yellow creep lights on, otherwise its known as entrapment.
