really...no joke...and it is bright RED. It looks like a little red balloon.
That rest in down in his shaft...but the top is swollen...and he is shaking.

HELLO???? Take the poor little guy to the vet TODAY. it's just cruel not to get him some medical attention. If you had a RED, swollen part on your body and were shaking, would you ask what to do on here??? or go see a doctor?

First of all, call your vet IMMEDIATELY! They will advise you whether you need to bring him in or not. Considering he is shaking, he probably has a fever due to an infection such as a Urinary Tract Infection (UTI) and/or is in extreme pain.

Has he just mated with another dog? It could be a UTI, it could be a blockage or infection. Stop typing and start driving your dog to the Vet.

Dogs can get a prolapse penis, or a swelling that prevents them from retracting it. They typically need medical assistance to do so. If you cant get to the vet right away (you should) you need to keep it moist, either with water or ky jelly.

Get him to a vet PRONTO! Your dog could be blocked or have a serious UTI. Get him to a vet for a urinalysis ASAP.
