Her best bet is to start with the Army. They don't take too kindly to their soldiers not living up to their responsibilities.
She could start with his CO (Commanding Officer) if she knows where he is. If she doesn't, she just needs to start making calls and explaining the situation until she gets directions to the right place. They will put a lot of pressure on him to resolve the matter.
I am certain that starting with the Army is going to bring results more quickly than going through the courts.

If he's in the Army, the military will actually dock his pay for the child support once your friend can prove that the child is his. I'm going to guess that should contact the JAG office on the closest Army base and provide as much information about him as she can (full name, birth date, SSN if she has it, unit if she knows it, enlistment date, anything she can provide) so they can track him down and help her get on the situation. If there's not an active Army base, a Guards base will work also. At the very least, a recruiter might help her get pointed in the right direction. If she files for support, he will either have to fork over the results and/or take another test to determine paternity.
My husband is Army but I'm not sure how it works when they're not married. I do know for a fact that if the child is his, whether he's married to the mother or not, the child is eligible for at least some benefits and they will make sure she gets the child support.

She needs to file for child support with the state. They will force him to take a DNA test if he denies the child is his, and a copy of the results will be mailed to both parents as well as the state. He can then be liable for all the back support that is due.

Yes he is obligated to pay for child support. You need to contact the DNA facility so that maybe you can request a copy of the results. The company should of sent you one as well. Go to your local family courthouse they are able to help you out. Also file paper work for child support they can track him down. Also you can get a hold of your local da's office and let them know of the situation. Eventually you will get money for your child. Good luck

Yes, make the courts have him take a paternity test. Once that proves that he's the father he will have no choice but to pay up. The goverment will take child support out of his checks before he even sees his check. That's one thing the army is good for they take of theirs and their family. Once you get the ball rollin on that your baby will dental, medical and health benifits. and he wont have no control over it

handing over the results isnt optional; he has to.
1) write a letter. in it give your contact info and the problem. keep the letter short.
FAX it to your states Attorney General
FAX it to your states Governor
FAX it to your regional FEDERAL child support office
MAIL it to the ARMY
fax what letters you can (call offices to get the fax number if its not listed online), because faxs are proof you sent it and proof they received it. at that point, they HAVE to address the problem and will get on it.
they will let you know what you need to do, where to file and hunt him down for the results.
the military doesnt play with deadbeats, and wont take his cat and mouse game about it either. they WILL make him pay.
