If you are referring to humping, it is likely dominance and not sexual! The dogs are trying to prove who is the more dominant of the two. Just be greatful they chose this method of determining dominance, rather than fighting!

Most likely Ben is "humping" the other dog, that is, rear-mounting him, right? This is a dominance issue and has nothing to do with sex. Dogs do not mate by rear-mounting.

Ben is trying to be the top dog with this other dog. That is, he's trying to show that he's the boss. This is VERY common. Even though both of my dogs have been obedience trained (as have I) and they respect me as the "top dog" (or the overall leader of the pack), they will mount each other (one especially mounts the other) to try to establish dominance within the two of them.

If it gets to be annoying, just give Ben a "Hey!" and he should hop off (if he respects you as alpha over him). But ultimately, Ben and this other dog need to work this out. It's similar to a pecking order with chickens, but not as painful.

Ben is showing his dominance. I have seen female dogs do this as well. Ben is the alpha male.
