It's a macro feature that you're looking for. I can't really recommend anything in that price range, but this one's really easy to work out.
Go to a shop that has working demo models on display. (Shops that don't have working demo models really aren't good places to buy cameras.) Try taking closeup pictures (in macro mode) of your finger tip, and ignore the funny looks you get from the store employees. The camera that gives you the best picture and fits in your price range is the one to buy.

200$ is a bit cheap for a camera, but my old Canon powershot 2 Mpixels does good macro.
