Cars come in different 'makes'.
Dogs come in different breeds.
I have far too much respect for all dogs to judge any breed on cuteness and as far as 'best' goes it depends on the reason why someone wants the dog.
None of the dogs you mention would be best for man-work or sheep herding or as guide dogs for the blind.
'Best' can also be subjective - my idea of the best of the three breeds you mention would be different to yours because of my personal preferences..
If I assume that what you really mean is which of those three breeds do I prefer then my answer would be the Miniature Poodle followed by the Pug then the Chihuahua.
As far as owning them goes I would consider the Poodle and the Pug but the Chihuahua - never!

I have a personal tie between chihuahua's and pug's. Poodle's have a significantly higher amount of upkeep and also can have a lot eye problems (their hair around the eye can poke their eyes and make them bleed which leads to infections) but they also don't shed. I have a three year old blue teacup chihuahua, she is the cutest thing but like most chihuahua's I find she has a problem with thinking she's bigger than she is. She is 3.5 lbs and has attacked a docile 90 lb Lab. I don't know much about pugs except that they can have allergy/asthma problems but they are really cute. I'd do with the chihuahua b/c they usually have the least amount of medical and grooming needs.

Of the three you are asking about, they each have benefits. Poodles are very intelligent and easily trained, Chihuahuas are very small and transportable and protective (although they couldn't do any damage), and Pugs are independent enough to spend the work day home alone (something the other two aren't great at). But Pugs snort, grunt, and fart, and Chihuahuas shake and snap at people. Poodles are cute if you keep them well groomed, they are very adaptable, so I'd go for them!

Most poodles are ugly when they are shaved in weird places and chihuahuas are too small for my taste. Pugs are adorable though. I'd say the cutest dogs are
Pugs
Basset hounds
Bloodhounds
English Pointer
Bull Dog
Boston Terrier
Great Dane
Dachshunds

Poodles are really hyper and require grooming. Some Chihuahuas are mean and aggressive. Pugs, I don't really know anything about but I recommend you call a reputable breeder of each breed and ask for pros and cons of having that breed.

All breeds of dogs have their good qualities and their not-so-good. Since each person is looking for different qualities in a canine companion, you should definitely put in a little time researching dog breeds before choosing. There are books at libraries that rate each breed on a list of different things, and it sounds like you can get that same info online too. It's so worth the effort!

I am partial to Golden Retrievers, I have had two...We also just got a Puggle and he's very cute (Pug/Beagle mix)...if you like poodles there are also Golden Doodles (Golden Retriever/Poodle mix) and I'm not sure why people are getting so mad over you saying the word make, instead of breed...I got your point :)

I'm going to go with experience and say pomeranian. My dog is a white fuzzball, playful, and friendly to strangers and other dogs. And everyone loves him. He's got his own littler personality.
His only issue is that he barks a lot, even more than most little dogs. But it's a trait of the breed that they can be trained out of. I didn't know that when I first got him, so now I have to stop him barking quite a bit. LOL

I love short coated Chihuahuas. They make great pets if properly socialized, and they are absolutely adoreable. I have had 3, and none of them have been aggressive. They have all been super sweet, with my other animals and my 4 small children. I do suggest you watch the pup with any children you have, until they learn how to handle the pup. They can be easily injured if handled incorrectly.

In my opinion any dog is 'cute'. They all have their own qualities.
Choosing a dog simply because of the way it looks is pretty unfair. Owners who do this usually end up with a very spoilt, snappy dog because the dog has been used as a prop, not trained or disciplined because 'she's just tooo cute to shout at'.
