I need ideas on how to encourage passing trade to a 1640 inn on a high street in a little town in the cotswolds which looks tired one the outside when in fact the new Landlady has redecorated the interior. The inn is in competition with three other outlets that serve food and drink, but it has the added advantage of of a lovely long burgage garden which is delightful in summer and attracts walkers and tourists. Any ideas on how to spruce up the facade which is currently Tudor black and white (on a shoestring I might add!) would be most welcome. Also any ideas on how to spruce up the outside toilets to avoid visiters taking one look at them and walking straight out is would be most appreciated!

a bit of paint on exterior or a nice sandwich board showing inside the pub you don't mention if it offers food maybe a menu if it does or a offer of the day drink.
The loo's give them a good clean and maybe freshen with paint cheap tiles white are in diy store like B&Q for a great price blue loo in all toilets maybe have a check list on the door and get a member of staff out every hour or two for checks.
a bin for rubbish is a must and good locks on doors, loo roll supplied at all times.
For dirty loos a get limescale remover from about a quid squirt in and leave for 1/2 hour ,get the loos on a cleaning rota not nice to do but looking after keeps it clean ,mop floor every morning before customers arrive.
remove weeds from outside if any get some flowers up this time of year get some window boxes and fill with ivy and whatever flowers are in bloom i know some are out there maybe bring in at night.
