The review folks are right. Even though "timely" ends in "ly", it is an adjective, not an adverb. Your sentence requires an adverb. You could change it a little bit to read "John did not produce the report in a timely fashion". "Timely" is an adjective that describes the noun "fashion".

No, this is not correct. Write "John did not produce the report in a timely manner." Or, "John did not produce the report within a reasonable time."

It is an incorrect usage of the word timely.
"John did not produce the report in a timely fashion" or "in a timely manner" would be correct. Or you could say "John did not produce a timely report."
Timely is an adjective, not an adverb.

I don't think so.
I think that "Timely" is not an adverb, but an adjective that happens to end in "ly." We normally say that things take place in a "timely matter," where it is modifying a noun instead of a verb.
Maybe, "John did not produce the report punctually" or "John did not produce the report in a timely matter" would be correct.

Sure it is, Silly Sally. "Timely" is one of those funky words that end in "-ly" and can serve as adverbs OR adjectives.
My goodness, look at all these other (wrong) answers! LET'S USE THE DICTIONARY, FOLKS!
~EDIT~
Sal, I only meant you won't be jailed for using it as an adverb. What really matters is how effectively you communicate your ideas to others, so for the sake of clarity you may want to phrase it as other answerers have suggested.
