Okay, I'm 21 and just out of your target range, but most of the books I pick up at the store or library are catalogued in the teen section, so I thought I'd answer anyway.
As for the cover picture, I would look at it, but I doubt I would even pick it up and read the back cover, let alone buy it or check it out.
